II. FACTS
1. The Constitution of Alexandria in Part V(22) guarantees that "Every citizen is equal before and under the law" and "Every citizen has the right to life, liberty, and security of the person."
2. The current healthcare system operated by Hamilton Memorial Hospital provides unequal access to healthcare services.
3. There are no established standards for healthcare availability to all citizens regardless of location or status.
4. This inequality threatens citizens' constitutional right to life and security.

III. CLAIMS FOR RELIEF
1. The current healthcare system violates constitutional guarantees of equality and security.
2. The Chancery has jurisdiction over this matter as it involves constitutional interpretation.
3. The Ministry of Welfare has failed to implement a healthcare system that aligns with constitutional requirements.

IV. PRAYER FOR RELIEF
The Plaintiff seeks the following:
1. A declaration that all citizens have a constitutional right to equal healthcare access.
2. An order mandating the Ministry of Welfare to establish healthcare access standards.
3. Implementation of a universal healthcare scheme within 7 days.
