1 - Short Title and Enactment
(1) This Act may be cited as the ‘Immigration and Citizenship Act.'
(2) This Act may be numbered as P.B.00-010.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Deputy Prime Minister TheReal42Person.

2 - Reasons
(1) The Constitution does not define who a citizen is, leaving it up to law.
(2) Players should have a process to immigrate and emigrate to/from the Kingdom of Alexandria.
3 - Definitions
(1) A ‘tourist’ is a player who has either just joined or is traveling to the server from another server. Tourists have rights, but no abilities of citizens within Alexandria.
(2) An ‘immigrant’ is any player wishing to become part of Alexandrian society from another nation.
(3) A ‘resident’ is a player wishing to be granted citizenship and has been approved to reside in the Kingdom of Alexandria. Residents have rights, but only partial abilities of citizens within Alexandria.
(4) A ‘citizen’ is a player who has passed a citizenship exam and has the full rights and abilities of a citizen within Alexandria.
(5) ‘Abilities of citizens’ include running for public office, becoming employed within Alexandria, paying taxes to Alexandria, receiving security clearances, owning property, receiving grants, opening a business, and anything else determined by the Ministry of Foreign Affairs.
4 - Tourists
(1) Upon joining the server for the first time, a player shall receive the ‘Tourist’ role in-game.
(2) Tourists shall have a starting balance set by the Ministry of Trade & Finance.
(a) Tourists shall not be required to pay tax.
(3) Tourists are barred from voting in elections, becoming employed, opening bank accounts, opening a business, owning property, and receiving grants in the Kingdom of Alexandria.
(a) Violation of this clause may result in being detained and/or fines.
(4) Tourists are not exempt from laws and may be arrested and/or tried for crimes committed.
(a) Tourists have the same rights as citizens, apart from the right to vote in elections and referendums.
5 - Residents
(1) Residents are players who express interest in becoming citizens of Alexandria. Players may do this through an exam, called the ‘Residency Exam’, administered by the Ministry of Foreign Affairs.
(a) This exam shall have two questions with answer options being ‘Yes’ or ‘No’:
(c) Upon passing this exam, the player shall receive the 'Resident’ role and have their ‘Tourist’ role removed.
(2) Residents have all rights and abilities of a citizen, but may not receive security clearances or run for public office.
(3) Residents must pay all taxes imposed within the Kingdom of Alexandria.
6 - Citizens
(1) After remaining as a Resident for one week, a player may opt to take the ‘Citizenship Exam’.
(a) This exam shall consist of questions relating to Alexandrian civics, law, history, and server rules, as determined by the Ministry of Foreign Affairs.
(i) At least two questions must be relating to server rules.
(b) A score of 80% or higher is required in order to pass.
(2) Citizens are granted the ‘Citizen’ role in-game and have full rights and abilities within the Kingdom of Alexandria.
7 - Enforcement
(1) The Ministry of Foreign Affairs, in conjunction with the Ministry of Justice, shall be responsible for enforcing the provisions within this act.
(2) The Ministry of Foreign Affairs reserves the right to revoke residency for violation of this act.
(3) The government may not revoke the citizenship of any citizen for any reason.
8 - Emigration
(1) If a citizen decides to emigrate to another country, the Ministry of Foreign Affairs may rescind their citizenship rights and the player shall be reverted to Tourist status.
(2) Emigrants may not regain Residency for a period of two months.
(a) The Ministry of Foreign Affairs may grant exceptions to this for extenuating circumstances at its discretion.
9 - Multi-Citizenship
(1) Citizens of Alexandria may have citizenship in other nations/servers without impeding on their rights in Alexandria.
(2) Citizens will not be taxed in Alexandria for property, money, etc. that they own in other nations/servers.
10 - Grandfather Clause
(1) Any player who joins/joined before this law is enacted shall be granted automatic citizenship.
