(1) This Act may be cited as the 'Alexandrian Criminal Code'
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) There is no criminal law in Alexandria
(2) The foreign nation of Redmont has a poorly organized criminal code, scattered across many bills and subsections of their legislature; Alexandria can do better by having it all organized in one spot.
3 - Legal Principles and Processes
(1) Sentencing
(a) All crimes under the Alexandrian Criminal Code shall have a minimum and maximum punishment. When an entity is found guilty of a crime, the entity with jurisdiction over that crime shall give a sentence within the bounds of that minimum and maximum.
(b) Every sentence should take into account the severity of the crime, the criminal history of the individual, and all circumstances around the act.
(2) Crime Classifications
(a) All crimes will be given a classification from the following:
(i) Misdemeanor
(ii) Felony
(iii) Court Offense
(b) A crime may sometimes be classified as a Misdemeanor or Felony, and a Court Offense, in which case it can be either depending on the context of the crime.
(3) Jurisdiction
(a) The Courts shall have original jurisdiction over all Felonies.
(i) The Ministry of Justice shall file a Criminal Action against alleged Felony offenders in order to get a sentence from the Courts, and then action the sentence.
(b) The Ministry of Justice shall have original jurisdiction over all Misdemeanors.
(i) The Courts shall retain appellate jurisdiction over such offenses.
(c) The Courts shall have original jurisdiction over all Court Offenses.
(i) Court Offenses do not require a Criminal Action and can be given by Judicial Officers.
(ii) The High Court shall retain appellate jurisdiction over such offenses.
(4) Civil Action
(a) Victims of crimes may seek relief for damages caused by crimes, however such damages must be proven in court.
(5) Burden of Proof
(a) All citizens are assumed innocent until proven guilty.
(b) The burden of proof in a Criminal Action falls on the Kingdom.
(6) Statute of Limitations
(a) All criminal action must be filed within two months of the date of the alleged offense.
(7) Ex-Post Facto Clause
(a) No entity shall be found guilty of a crime if the action was not a crime when it occurred.
(8) Bounties
(a) Creating bounties is considered a legal action, and cannot be construed as a crime or part of a crime.
(9) Standards of Proof
(a) Reasonable Suspicion
(i) When a reasonable person can reasonably believe a crime may have just been committed, is being committed, or is about to be committed.
(ii) This is required to detain an individual suspected of a crime.
(b) Probable Cause
(i) When a reasonable person can reasonably believe a crime has just been committed or is being committed.
(ii) This is required to receive a warrant.
(c) Proof Beyond a Reasonable Doubt
(i) When a reasonable person could have no reasonable doubt to believe a crime has been committed.
(ii) This is required to arrest a criminal or enact a punishment for one.
(10) Legal Entities
(a) Entities
(i) An entity, in the terms of this bill, is a Citizen, Company, Coalition, Party, or other Player or group of Players. Animals, monsters, and the like are not considered entities.
4 - Violent Offenses
(1) Offenses
(a) Assault (Misdemeanor)
(i) Definition: The act of putting another Player in physical danger without attacking them.
(ii) Minimum Punishment: £100 Fine
(iii) Maximum Punishment: £200 Fine + 10 Minutes in Jail
(b) Battery (Misdemeanor)
(i) Definition: The act of attacking another Player. This crime overrides Assault.
(ii) Minimum Punishment: £100 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £500 Fine + 15 Minutes in Jail
(c) Murder (Misdemeanor)
(i) Definition: The act of causing another Player’s death. This crime overrides Battery.
(ii) Minimum Punishment: £100 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £1,000 Fine + 20 Minutes in Jail
(d) Government Disruption (Misdemeanor)
(i) Definition: The act of violently disrupting a Government-sponsored event.
(ii) Minimum Punishment: £1,000 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £20,000 Fine + 30 Minutes in Jail
(e) Robbery (Misdemeanor)
(i) Definition: The act of using force or threats of force to obtain something of value from another entity.
(ii) Minimum Punishment: £1,000 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £10,000 Fine + 20 Minutes in Jail
(e) Mob Murder (Misdemeanor)
(i) Definition: The act of killing a mob that is owned by another entity.
(ii) Minimum Punishment: £100 Fine
(iii) Maximum Punishment: £1,000 Fine + 10 Minutes in Jail
(2) Self Defense
(a) An entity shall not be found guilty of a Violent Offense if a reasonable person can reasonably assume that the act was a reasonable and proportionate act of self defense against an illegal and dangerous action.
5 - Vehicular Offenses
(1) Offenses
(a) Reckless Driving (Misdemeanor)
(i) Definition: The act of driving a land-based vehicle off-road in a public area, or driving in such a way as to endanger other drivers or pedestrians.
(ii) Minimum Punishment: £100 Fine
(iii) Maximum Punishment: £1,000 Fine
(b) Speeding (Misdemeanor)
(i) Definition: The act of driving faster than the posted speed limit of an area. If no speed limit is posted, 60 blocks per second is the presumed speed limit.
(ii) Minimum Punishment: £100 Fine
(iii) Maximum Punishment: £500 Fine
(c) Vehicle Abandonment (Misdemeanor)
(i) Definition: The act of leaving a vehicle in a public area without permission from a relevant authority.
(ii) Minimum Punishment: £100 Fine + Vehicle Impounded
(iii) Maximum Punishment: £500 Fine + Vehicle Impounded
(d) Vehicular Vandalism (Misdemeanor)
(i) Definition: The act of leaving a vehicle in a private area without permission from a relevant authority.
(ii) Minimum Punishment: £500 Fine + Vehicle Impounded
(iii) Maximum Punishment: £10,000 Fine + Vehicle Seized
(e) Operating Under the Influence (Misdemeanor)
(i) Definition: The act of operating a vehicle while under the influence of buffs or elixirs.
(ii) Minimum Punishment: £1,000 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £20,000 Fine + 30 Minutes in Jail + 7-Day Driver’s and Pilot’s License Suspension
(f) Operating Without a License (Misdemeanor)
(i) Definition: The act of operating a vehicle without the relevant license.
(ii) Minimum Punishment: £100 Fine
(iii) Maximum Punishment: £1,000 Fine + 5 Minutes in Jail
(g) Operating With a Suspended License (Misdemeanor)
(i) Definition: The act of operating a vehicle while the relevant license is suspended.
(ii) Minimum Punishment: £1,000 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £20,000 Fine + 30 Minutes in Jail + 14 Days Added to License Suspension
(2) Emergency Responders
(a) The following are Emergency Responders:
(i) Police
(ii) Paramedics
(b) Emergency Responders shall not be found guilty of the following crimes if they were broken in order to respond to an emergency:
(i) Reckless Driving
(ii) Speeding
(iii) Vehicle Abandonment
(iv) Vehicular Vandalism
6 - Illicit Item Offenses
(1) Offenses
(a) Buffing (Misdemeanor)
(i) Definition: The act of using buffs on another person without their consent or on an animal without the owner’s consent.
(ii) Minimum Punishment: £250 Fine
(iii) Maximum Punishment: £1,000 Fine + 10 Minutes in Jail
(b) Illicit Trafficking (Felony)
(i) Definition: The act of donating, selling, or or distributing illicit items or substances.
(ii) Minimum Punishment: £500 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £2,500 Fine + 30 Minutes in Jail
(c) Illicit Possession (Misdemeanor)
(i) Definition: The act of possessing an illicit item or substance.

(1) Offenses
(a) Accomplice to a Crime (Felony)
(i) Definition: Intentionally assisting a perpetrator in committing a crime.
(ii) Minimum Punishment: 75% of the punishment for the crime assisted.
(iii) Maximum Punishment: 100% of the punishment for the crime assisted.
(b) Accessory to a Crime (Felony)
(i) Definition: Intentionally assisting a perpetrator in a crime without actually participating in the crime itself.
(ii) Minimum Punishment: 50% of the punishment for the crime assisted.
(iii) Maximum Punishment: 100% of the punishment for the crime assisted.
(c) Conspiracy to Commit a Crime (Felony)
(i) The act of intending to commit a crime.
(ii) Minimum Punishment: 25% of the punishment for the crime conspired.
(iii) Maximum Punishment: 100% of the punishment for the crime conspired.
(d) Incitement of a Crime (Felony)
(i) The act of convincing or attempting to convince another entity to commit a crime.
(ii) Minimum Punishment: 25% of the punishment for the crime incited.
(iii) Maximum Punishment: 50% of the punishment for the crime incited.
8 - Public Service Offenses
(1) Offenses
(a) Corruption (Felony)
(i) Definition: The act of abusing or attempting to abuse a government position for a private gain, where the action is inconsistent with the official duty of the position.
(ii) Minimum Punishment: £20,000 Fine + 30 Minutes in Jail
(iii) Maximum Punishment: £50,000 Fine + 60 Minutes in Jail + 2 Months Banned from Government Positions
(b) Treason (Felony)
(i) Definition: The act of abusing or attempting to abuse a government position to undermine the stability, security, or sovereignty of the Kingdom of Alexandria.
(ii) Minimum Punishment: £20,000 Fine + 30 Minutes in Jail
(iii) Maximum Punishment: £50,000 Fine + 60 Minutes in Jail + 2 Months Banned from Government Positions
(c) Police Misconduct (Felony)
(i) Definition: The act of detaining an individual without Reasonable Suspicion, or using cruel and unusual methods to investigate while an individual is detained.
(ii) Minimum Punishment: £5,000 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £10,000 Fine + 30 Minutes in Jail + 7-Day Unpaid Suspension from the Ministry of Justice
9 - Espionage Offenses

(a) Perjury (Felony | Court Offense)
(i) Definition: The act of knowingly giving false information when under a legal oath to tell the truth, or when in court.
(ii) Minimum Punishment: £1,000 Fine
(iii) Maximum Punishment: £50,000 Fine + 60 Minutes in Jail
(b) Corporate Espionage (Felony)
(i) Definition: The act of compromising or attempting to compromise sensitive information related to a company that is not available to the public without permission to do so from that company.
(ii) Minimum Punishment: £5,000 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £15,000 Fine + 15 Minutes in Jail
(c) Political Espionage (Felony)
(i) Definition: The act of compromising or attempting to compromise sensitive information related to a political party that is not available to the public without permission to do so from that company.
(ii) Minimum Punishment: £7,500 Fine + 10 Minutes in Jail
(iii) Maximum Punishment: £25,000 Fine + 30 Minutes in Jail
10 - Property Offenses

(a) ATM Theft (Misdemeanor)
(i) Definition: The act of stealing or attempting to steal money from an ATM.
(ii) Minimum Punishment: £200 Fine
(iii) Maximum Punishment: £500 Fine + 5 Minutes in Jail
(b) Trespassing (Misdemeanor)
(i) Definition: The act of entering or remaining on a property without permission from a relevant authority.
(ii) Minimum Punishment: £500 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £2,500 Fine + 10 Minutes in Jail
(c) Bank Theft (Misdemeanor)
(i) Definition: The act of stealing or attempting to steal money from the Bank.
(ii) Minimum Punishment: £2,000 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £5,000 Fine + 15 Minutes in Jail
(d) NPC Robbery (Misdemeanor)
(i) Definition: The act of stealing or attempting to steal money from an NPC.
(ii) Minimum Punishment: £250 Fine

(e) Mob Theft (Misdemeanor)
(i) Definition: The act of stealing or attempting to steal a mob.

(i) Definition: The act of entering or remaining in the Kingdom of Alexandria without citizenship or current tourist papers.

(a) Explicit Permission
(i) Explicit Permission is when an entity expressly gives an individual permission to enter their property.
(b) Implied Permission
(i) Implied Permission is when a reasonable person could reasonably assume they have permission to enter a property.
(c) Explicitly Denied Permission
(i) Explicitly Denied Permission is when an entity expressly denies an individual permission to enter their property.
(d) Implied Denied Permission
(i) Implied Denied Permission is when a reasonable person should reasonably assume they do not have permission to enter a property.

(a) Providing Exam Answers (Misdemeanor)
(i) Definition: The act of providing to another Player the answers to exam questions at a university.
(ii) Minimum Punishment: £100 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £1,000 Fine + 15 Minutes in Jail
(b) Cheating on an Exam (Misdemeanor)
(i) Definition: The act of intentionally receiving answers to exam questions at a university from another Player.
(ii) Minimum Punishment: £100 Fine + 5 Minutes in Jail + Qualification removed if exam was passed
(iii) Maximum Punishment: £1,000 Fine + 15 Minutes in Jail + Qualification removed if exam was passed
(c) Government Official Impersonation (Felony)
(i) Definition: The act of impersonating a Government Official.
(ii) Minimum Punishment: £1,000 Fine + 5 Minutes in Jail
(iii) Maximum Punishment: £20,000 Fine + 20 Minutes in Jail
(d) Contempt of Court (Court Offense)
(i) Definition: The act of disobeying a court order or being disruptive in court with disorderly behavior.

(e) Locking Vandalism (Misdemeanor)
(i) Definition: The act of locking another person’s property without their permission.
