1 - Short Title and Enactment
(1) This Act may be cited as the ‘Ministry Restructuring Act’.
(2) This Act shall be numbered as P.B.00-023.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Deputy Prime Minister TheReal42Person.
(5) This Act has been co-sponsored by Prime Minister casualgreyknight.
2 - Reasons
(1) Ministers, who serve as political leaders of a Ministry, may not be well-experienced in their Ministry’s duties.
(2) The purpose of a Minister is to ensure the administration’s policies and vision are carried out as expected.
(3) Note: This act amends a bill that has not yet been signed into law. This bill may only be voted on if the Executive Branch Act is signed, otherwise this shall be marked as Rescinded.
3 - Section 5(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Justice
(b) Secretary of Justice
(c) Deputy Minister Secretary of Justice (‘Commander’)
(d) Deputy Minister Secretary of Justice (‘Solicitor General’)’
4 - Section 6(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Trade and Finance
(b) Secretary of Trade and Finance
(c) Deputy Minister Secretary of Trade and Finance’
5 - Section 7(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Development
(b) Secretary of Development
(c) Deputy Minister Secretary of Development’
6 - Section 8(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Foreign Affairs
(b) Secretary of Foreign Affairs
(c) Deputy Minister Secretary of Foreign Affairs’
7 - Section 9(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Welfare
(b) Secretary of Welfare
(c) Deputy Minister Secretary of Welfare (Education)
(d) Deputy Minister Secretary of Welfare (Health)’
8 - Section 10(2) of the Executive Branch Act shall be amended as follows:
‘(2) Leadership
(a) Minister of Internal Affairs
(b) Secretary of Internal Affairs
(c) Deputy Minister Secretary of Internal Affairs (Events)
(d) Deputy Minister Secretary of Internal Affairs (Human Resources)

9 - Section 11 of the Executive Branch Act shall be amended as follows:
‘(2) Minority Government
(a) If no party gains a majority of seats in parliament, it shall be up to the parties to negotiate a coalition among themselves to form a government.
(b) Once a coalition of two or more parties holding a majority of parliament seats is made, the coalition may form a minority government.
(c) The Prime Minister under a minority government shall be the leader of the largest party in the coalition unless otherwise requested by all parties of the coalition.
(d) Ministers are expected to be members of parliament who are from the parties within the coalition that formed the government.
(d) If the coalition government can’t agree upon a Prime Minister within three days, a Parliamentary Prime Minister election will be held.
(3) Ministers shall be selected to politically lead a certain Ministry (or Ministries) in the government proposal.
(a) Each Minister shall appoint a Secretary to actively lead and run the day-to-day operations of the Ministry.
(i) Ministers will still have full authority over their respective Ministries.
(b) Secretaries and Ministers will have the ability to hire Deputy Secretaries (excluding the Electoral Adjudicator), if needed, to assist in certain operations or management within the Ministry.’
10 - Section 4 of the Executive Branch Act shall be amended as follows:
‘(1) The Prime Minister may appoint an Acting Minister in a situation where a Minister cannot be contacted via any member of government for more than 5 days without notice or upon the request of the current Minister.
(2) Acting Ministers do not have to be members of parliament, but are expected to be employed in the Ministry, which they will oversee during their time as acting Minister
(3) No individual shall hold multiple Ministerial positions at one time.
(4) No individual shall hold the position of Acting Minister simultaneously with any positions in the Judiciary or Speaker of Parliament.
(1) In the event of a Minister’s absence, the Secretary of the respective Ministry will continue to lead the Ministry.
(2) In the event of the resignation of a Minister, the Prime Minister may appoint an Acting Minister from within the Parliament to replace them until a new Minister may be found.
(3) No individual in the Cabinet shall simultaneously hold a position in the Judiciary or as Speaker of Parliament.
(a) Secretaries shall not be considered members of the Cabinet.’
