Define functions of the executive processes and lay out foundations for the executive branch of government
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Executive Branch Act’
(2) This Act may be numbered as P.B.00-005
(3) This Act shall be enacted immediately upon its signage
(4) This Act has been authored by Prime Minister Casualgreyknight
(5) This Act has been co-sponsored by Minister of Internal Affairs Winterwolf

2 - Reasons
(1) This Act will provide a clear outline of the executive and its functions
(2) This Act is heavily based on Redmont’s Executive Standards Act

3 - Office of the Prime Minister
(1) The Prime Minister may appoint Political Advisors - not bound to any Ministry - to assist in the operations of the executive branch.

(2) These appointments serve at the Prime Minister's pleasure and do not have to be members of the parliament.

(3) These positions include, but are not limited to:
(a) Chief of Staff​
(b) Press Advisor​
(c) Political Advisor​

4 - Cabinet
(1) The Prime Minister may appoint an Acting Minister in a situation where a Minister cannot be contacted via any member of government for more than 5 days without notice or upon the request of the current Minister.

(2) Acting Ministers do not have to be members of parliament, but are expected to be employed in the Ministry, which they will oversee during their time as acting Minister

(3) No individual shall hold multiple Ministerial positions at one time.

(4) No individual shall hold the position of Acting Minister simultaneously with any positions in the Judiciary or Speaker of Parliament.

5 - Ministry of Justice (MoJ)
(1) The Ministry of Justice shall be charged with the following primary responsibilities:
(a) Defending the national legal interest;​
(b) Investigating and prosecuting on behalf of His Majesty’s government;​
(c) Maintaining the peace and order of the nation through lawfully exercising its power to enforce the laws of His Majesty’s government;​
(d) Providing security to government officials and events;​
(e) Maintaining and Providing Criminal Records upon request.​
(2) Leadership
(a) Minister of Justice​
(b) Deputy Minister of Justice (Commander)​
(c) Deputy Minister of Justice (Solicitor General)​
6 - Ministry of Trade and Finance (MoTF)
(1) The Ministry of Trade and Finance shall be charged with the following primary responsibilities:
(a) Maintaining a prosperous national economic state;​
(b) Administration of government grants and registration of companies;​
(c) Enforcing compliance with national corporate standards;​
(d) Enforcement of international trade laws and tariffs;​
(e) Keeping track of and monitoring government spending.​
(2) Leadership
(a) Minister of Trade and Finance​
(b) Deputy Minister of Trade and Finance​
7 - Ministry of Development (MoD)
(1) The Ministry of Development shall be charged with the following primary responsibilities:
(a) Creation of government infrastructure;​
(b) Maintenance of building regulation compliance;​
(c) Management of public transportation networks;​
(d) Establishing plot regulations.​
(2) Leadership
(a) Minister of Development​
(b) Deputy Minister of Development​
8 - Ministry of Foreign Affairs (MoFA)
(1) The Ministry of Foreign Affairs shall be charged with the following primary responsibilities:
(a) Negotiation with other countries;​
(b) Suggesting Ambassador appointments;​
(c) Enforcement of international law and treaties;​
(d) Organization of an international defence force in conjunction with the Ministry of Justice;​
(e) Organization and enforcement of tourism, immigration, and citizenship law;​
(2) Leadership
(a) Minister of Foreign Affairs​
(b) Deputy Minister of Foreign Affairs​
9 - Ministry of Welfare (MoW)
(1) The Ministry of Welfare shall be charged with the following primary responsibilities:
(a) Maintenance and upkeep of the national health system;​
(b) Advancing the knowledge, skills, and retention of the people of Alexandria;​
(c) Preservation of historical records and archives.​
(2) Leadership
(a) Minister of Welfare​
(b) Deputy Minister of Welfare (Education)​
(c) Deputy Minister of Welfare (Health)​
10 - Ministry of Internal Affairs (MoIA)
(1) The Ministry of Internal Affairs shall be charged with the following primary responsibilities:
(a) Internal auditing and performance of Government Ministries;​
(b) Political Party Registration;​
(c) Facilitation of National elections;​
(d) Oversight of the Executive departments;​
(e) Settling disputes between members of the executive;​
(f) Organising and hosting community events;​
(g) Managing and facilitating national holidays.​
(2) Leadership
(a) Minister of Internal Affairs​
(b) Deputy Minister of Internal Affairs (Events)​
(c) Deputy Minister of Internal Affairs (Human Resources)​
(d) Deputy Minister of Internal Affairs (Elections, aka Electoral Adjudicator)​
(i) The Deputy Minister of Elections is unlike all other Deputy Ministers; to be appointed, they must reach a supermajority (i.e., 66.6%) vote from parliament, then gain approval from the Monarch.​
(ii) The same process must be followed for the removal of this Deputy Minister.​

11 - Executive Formation
(1) Majority Government
(a) Upon the election of parliament, the party that has the majority of seats shall be the one to request to form a government.​
(b) The leader of the party shall become the Prime Minister unless otherwise requested by the party.​
(c) If the majority party can’t agree upon a Prime Minister within three days, a Parliamentary Prime Minister election will be held.​
(2) Minority Government
(a) If no party gains a majority of seats in parliament, it shall be up to the parties to negotiate a coalition among themselves to form a government.​
(b) Once a coalition of two or more parties holding a majority of parliament seats is made, the coalition may form a minority government.​
(c) The Prime Minister under a minority government shall be the leader of the largest party in the coalition unless otherwise requested by all parties of the coalition.​
(d) Ministers are expected to be members of parliament who are from the parties within the coalition that formed the government.​
(e) If the coalition government can’t agree upon a Prime Minister within three days, a Parliamentary Prime Minister election will be held.​
12 - Parliamentary Prime Minister Election
(1) If the majority party or coalition cannot decide upon a Prime Minister within 3 days, then an internal election for Prime Minister will be held.
(2) The following shall be the process for the internal election:
(a) The speaker shall post a declaration thread in which a member of parliament can either nominate themselves or another member of parliament for the election of Prime Minister, This nomination can be rejected by the nominee.​
(i) The nomination period shall last 24 hours.​
(b) A poll shall be posted after the end of the nomination period listing all Prime Ministerial candidates for members of parliament to vote for their preferred Prime Minister. This poll shall be open for 48 hours.​
(i) Whichever candidate wins more than 50% of the vote shall become the Prime Minister.​
(ii) If no candidate wins more than 50%, the lowest-scoring candidate shall be removed from the race and the polling process repeated until more than 50% is met.​
13 - Prime Ministerial Leave of Absence
(1) In the event the Prime Minister takes a leave of absence, the Deputy Prime Minister shall assume the powers of the Prime Minister until they are no longer on leave.

(2) If both the Prime Minister and Deputy Prime Minister take a leave of absence at the same time, the Prime Minister shall choose any one of their Ministers to assume the powers of the Prime Minister until they are no longer on leave.
(a) In the event the Prime Minister doesn’t select a Minister to assume their power temporarily, parliament will hold a vote using the same process as the Parliamentary Prime Minister election to select who assumes the power of the Prime Minister until they are no longer on leave.​
