Electoral Registrars in the Ministry of Internal Affairs

Overview​

This guide establishes the standard procedures and job responsibilities of Electoral Registrar/Overseers in the Ministry of Internal Affairs. Your job responsibilities include: Understanding applicable election laws, facilitating the electoral process, posting election information, advertising election information, and opening/closing polls.

Election Protocol​

Regular Parliamentary Elections​

Normal elections for Parliament occur every 90 days in accordance with the Constitution. The first election will occur in May.

Special Parliamentary Elections​

Special elections are held if a Parliament member leaves or resigns from office. Additionally, special elections are held if Parliament is dissolved. Parties can only have as many candidates as there are seats (If one seat is open, then a party’s list must consist of one candidate if the party chooses to run).

Process of Elections​

Regular Election Calendar: May, August, November, February​

1. An Electoral Overseer will be chosen by the Electoral Adjudicator
   1. In the absence of the Electoral Adjudicator, the Minister of Internal Affairs shall assume the position.
2. The Electoral Overseer shall create an official announcement on the election forum thread specifying: Registration commencement and conclusion dates, and polling commencement and conclusion dates.
3. The election thread is posted as an announcement in #government-announcement channel of the StateCraft discord for opening declarations.
   1. Registered parties shall submit their list of candidates.
      1. The Electoral Overseer will verify that all candidates from each party list
         1. Any candidate who fails to meet eligibility requirements will be removed from the party list, with subsequent candidates on the list shifted up accordingly.
4. The Electoral Overseer will officially open the polls, followed by an announcement in #government-announcements
5. Once polls close, all available Electoral Registrars will assist in counting votes.
   1. Includes checking for any election fraud and irregularities, as well as any double checking all math.
6. Following verification by all available Electoral Registrars and Electoral Overseers, the Electoral Adjudicator will announce the results of the election on the StateCraft Discord.
