Election Policy for the Kingdom of Alexandria​

1 - Introduction

(1) The Election Policy for the Kingdom of Alexandria defines the procedures, structure, and rules for elections in Parliament, as prescribed in the Constitution. The purpose of the election system is to ensure fair representation of the general population.

2 - Voter Eligibility and Rights

  1. Voter Eligibility
    1. All eligible citizens of the Kingdom of Alexandria, as defined in V.22.II of the Constitution, have the right to vote in Parliamentary elections.
    2. The Eligibility of voters depends on meeting the requirements set forth by law and the Constitution.
    3. Each eligible voter is allowed to cast one vote per election
      1. If there is a tie for at least one seat, an emergency election will take place where players may cast another vote
  2. Voter Rights
    1. All eligible voters have the right to participate in the Parliamentary election and express their preference of candidates through the existing secret ballot system.
    2. The secret ballot system is designed where all voters vote for parties anonymously.
  3. Election Structure and Seat Allocation
    1. Number of Seats
      1. As seen in ‘Electoral Terms’ of the Constitution, the Parliament shall consist of at least nine seats.
        1. The number of seats allocated for an election shall be determined based solely on the current number of active players, with a ratio of one seat per twenty active players, as determined by staff.
    2. Election Date
      1. As described in ‘Electoral Terms’ of the Constitution, Parliamentary terms shall last up to 90 days.
      2. Elections must be called no more than two days before the end of the current term.
      3. If an election is not called by the 80th day of the parliamentary term, the election will automatically take place on the 88th.
  4. Election Timeframe
    1. The election should follow a timeframe of a 72 hour declaration period, followed by a 72 hour voting period.
  5. Party Manifestos:
    1. A party manifesto is: ‘A document created by a political party outlining its candidates, goals, and vision for Alexandria’
    2. During the declaration period, parties must submit:
      1. A list of approved candidates for all Parliament seats
      2. The candidates for Prime Minister and Deputy Prime Minister
        1. This should be the Party Leader and Deputy Party Leader respectively
      3. A brief statement of their party’s agenda
  6. Voting System
    1. Elections for Parliament are conducted through a closed party list voting system
      1. The system used is called Party-List Proportional Representation
      2. Registered parties will submit their list of candidates by preference for Parliament before elections. The distribution of votes during elections will determine how many seats each party receives.
        1. A member of party leadership will submit their lists on behalf of their party
      3. Voters cast a single vote for a party
      4. Seats are allocated to parties based on the Sainte-Lague (Webster) method.
  7. Ties
    1. In case of a tie, a run-off election will be conducted between tied parties.
  8. Excluded Candidates
    1. A candidate must be a citizen of the Kingdom of Alexandria.
  9. Results and Announcement
    1. Once all seats of Parliament have been filled, the final result will be announced, along with the names of the elected candidates and their vote counts.
    2. The Ministry of Internal Affairs shall provide a transparent breakdown of the vote transfer process
  10. Electoral Disputes and Challenges
    1. If there are any challenges to the results of the election, they will be submitted to the Electoral Commission for review
    2. The Electoral Commission consists of a player nominated by each registered party, who is approved by the Minister of Internal Affairs.
      1. Registered parties must have at least one seat in Parliament to have a player in the Electoral Commission
      2. A registered party is not required to nominate a player
      3. Each registered party may only have one player affiliated with them in the Electoral Commission
      4. The player who was nominated cannot be:
        1. Royalty
        2. Having a seat in Parliament
        3. A current Minister
        4. A member of Party Leadership
    3. All results will be anonymized before being sent to the Electoral Commission.
    4. The Electoral Adjudicator will handle sending data to the Electoral Commission and announcing any discrepancies or lack thereof.
    5. If there are any discrepancies in the vote distribution, there will be a recount of the votes.
    6. The Electoral Commission will disband after: a recount of the votes, or when determining if there was no issue with the election.
  11. Opposition Leader
    1. The opposition leader is a member of Parliament who is a member of the party who received the second most number of votes.
    2. The opposition leader should be the first candidate listed on the Party Manifesto during the declaration period.
  12. Electoral Fraud
    1. Any player who intentionally manipulated elections through, but not limited to:
      1. Voting with alternative accounts
      2. ‘Buying’ votes from other players
      3. Bribery
      4. Coercion
    2. The players directly involved with electoral fraud will be subject to jail time, fines, and/or ban from being a candidate in a party list.
    3. Any fraudulent votes must be contested in Court to be removed from the election
  13. Polling
    1. Interference
      1. Any interference with polling place operations will lead to a fair punishment as determined by the court.
        1. This includes, but is not limited to: Voter fraud, alternative accounts, bribing voters, and intimidation.
  14. Voter Registration
    1. The Ministry of Internal Affairs will maintain the voter registration process
      1. All citizens are entitled to voter registration
