PARLIAMENT VOTE: 4-0-0
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Royalty and Titles Act.'
(2) This Act may be numbered as P.B.00-011.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Deputy Prime Minister TheReal42Person.
(5) This Act has been co-sponsored by Prime Minister casualgreyknight.
2 - Reasons
(1) In accordance with the Constitution, “The predecessor Monarch shall select and appoint their successor based on the criteria and process defined by Parliament...”
(2) In order to exemplify the royalty of Alexandria, the Monarch should be able to grant titles of nobility.
(3) Note: Not all of these roles shall be present in-game and on forums.
3 - Royal Family
(1) Head of State
(a) A ‘King’ shall be the male Head of State and have the authority vested in them from the Constitution.
(b) A ‘Queen’ (aka Queen Regnant) shall be the female Head of State and have the authority vested in them from the Constitution.
(c) There may only be one of these roles at a time.
(2) Marriages
(a) A ‘Crown Prince’ shall be the spouse of a Queen Regnant.
(b) A ‘Queen Consort’ shall be the spouse of a King.
(c) A Monarch may only choose one legal spouse, if they have multiple, to serve in these positions.
(d) These positions grant no power, but are symbolic for the nation.
(3) Children
(a) A ‘Prince’ shall be the son of a Monarch.
(b) A ‘Princess’ shall be the daughter of a Monarch.
(c) These positions grant no power, but are symbolic for the nation.
(d) Up to seven of the Monarch’s legal children may receive these titles.
(e) Spouses of a Monarch’s children do not receive the complimenting title.
(4) Court Jester
(a) The Court Jester shall be a special position that is appointed by the Monarch.
(b) The Court Jester shall be above all the other royal family positions, except for the Monarch and the Monarch's spouse.
(c) The Court Jester does not retain their position after the Monarch's term ends.
(5) Royal Succession
(a) The preceding Monarch must appoint either their spouse or one of their children to replace them.
(b) A Monarch may announce an ‘Heir Apparent’ at any point in their term, and this person is guaranteed to replace the Monarch unless the Monarch revokes this appointment.
(i) The Court Jester will be the designated Heir Apparent unless otherwise decided by the Monarch.
4 - Titles of Nobility
(1) The Monarch may grant titles of nobility to players they deem important.
(a) These titles grant no powers or responsibilities and are purely symbolic.
(2) The major titles of nobility are as follows:
(a) Duke or Duchess
(3) The minor titles of nobility are as follows:
(a) Knight or Dame
(4) Minor titles of nobility shall be granted for exemplary service to the Kingdom of Alexandria and the general public (i.e. extensive community service, philanthropy, military service, etc.).
5 - Limitations
(1) Spouses of a person appointed to one of these titles shall not receive the complimenting title unless otherwise stated.
(2) Each title of nobility is capped at the following number:
(a) Duke or Duchess: Three, excluding former Monarch and their spouses
(3) There shall be no limit to how many minor titles of nobility there are.
6 - Retainment of Titles
(1) A Monarch shall receive the title of ‘Duke’ or ‘Duchess’ at the expiration of their reign and retain it permanently.
(a) The selected spouse of the former Monarch shall receive the complimenting title.
(2) All Princes and Princesses shall forfeit their titles after the Monarch’s reign ends to prevent an oversaturation of royal positions.
(a) The new Monarch may choose to reappoint these same players.
(3) Major titles of nobility shall expire at the end of a Monarch’s reign.
(4) Minor titles of nobility shall be permanent.
(5) Titles are not hereditary unless otherwise stated.
7 - In-Game Titles & Remembrance
(1) The following positions shall have in-game titles:
(a) The King shall have the title ‘King’ in-game.
(b) The Queen Regnant and/or Queen Consort shall have the title ‘Queen’ in-game.
(c) The Crown Prince shall have the title ‘Crown Prince’ in-game.
(2) All other positions shall not have an in-game title.
(3) The Ministry of Welfare shall maintain an updated list of current royalty on the forums and at a site in-game.
(a) The in-game site is not required to list every player with a minor title of nobility.
8 - Forms of Address
(1) Government positions and nobility shall have forms of address that should be used in formal situations.
(2) There are no punishments for violation of this section, but when writing legislation or addressing someone in a formal situation (i.e. in court, during a debate (for MPs), etc.), it is expected.
