When agreeing upon taking on the duty of becoming an employee of the Ministry of Justice of the Kingdom of Alexandria, you are agreeing to the terms outlined in this Code of Conduct and accepting your responsibilities and duties to protect the citizens of the Kingdom of Alexandria.

This Code of Conduct was created in order for all employees of the New Hamilton Police Department to have an understanding of their expectations and duties. This guide will serve to dictate the behaviors that you should display as a member of the department. This Code of Conduct is valid in all situations that involve the NHPD including, but not limited to: in-game, SC-related discords, tickets, and interdepartmental relations and interactions.

This Code of Conduct serves as an employment contract and a Ministry overview.

1 - Values
Remember to take the SIDE of justice:

Strength - Ministry employees must have the ability to think quickly and not be afraid to do what must be done.
Integrity - Ministry employees must have integrity when working. If you realize you are in the wrong, correct your mistakes and move on.
Dedication - Ministry employees are expected to be active both in the Ministry and in the community.
Excellence - Ministry employees are to be role models for our citizens. Excess criminal activity, rule-breaking, etc. will not be tolerated.

Those are the four core values of the Ministry of Justice. Additionally, other values that are expected of all MoJ employees, regardless of title:

  • Honesty
    • Own up to your mistakes. Not everyone is right all the time.
    • Do not lie to leadership about your shortcomings or errors in judgement
  • Professionalism
    • Be mature, empathetic, and make sure to communicate well.
    • Swearing and being toxic in tickets or on duty is prohibited.
  • Privacy
    • You will not release confidential information regarding criminal records, tickets, court cases, investigations, etc. without permission from leadership.
    • Inspector+ may give out criminal records, but only to the player whose record it is.
  • Zero-Tolerance for Abuse
    • If you are found to be abusing police tools, your position, etc. to your own advantage or in a way not appropriate, you will be terminated.

2 - Discussions & Raising Concerns
Always remember these things when approached by a senior officer or when you have a concern:
  • Remain Civil
    • There will be times when there are disagreements, please remain civil when having conversations about things that you may disagree with.
    • In order to remain consistent in the decisions we publicly make to the public, it is important to not contradict public statements made by the Ministry and Minister.
  • Contradictions
    • In order to remain consistent in the decisions we publicly make to the public, it is important to not contradict public statements made by the Ministry and Minister.
  • Respect
    • There will be decisions that you do not agree with, and that is okay. However, please respect when a decision has already been made by leadership so that it does not interfere with day to day workflow. If there is a concern, please feel free to address it by following the Chain of Command.
  • Chain of Command
    • If you have an issue or if there is something that you do not agree with, please follow the Chain of Command as follows. This includes the chain of command for matters that are above the Commander and Minister Justice:

Sergeant -> Inspector -> Superintendent -> Commander -> Minister -> Ministry of Internal Affairs -> Deputy Prime Minister -> Prime Minister -> Parliament

Do not approach Staff about issues you discover. This is the responsibility of the Commander. Report all bugs relating to the MoJ in your private channel for the Commander to investigate.

Please remember that leadership is always open to suggestions and feedback, but not in a way that is whiny, anger-induced, or constant complaining. If a senior officer is asking you about why you did something, please be honest with them. You will receive a lesser punishment when you are honest.


3 - NHPD Ranks & Responsibilities
The following are the ranks and responsibilities of the New Hamilton Police Department in order of lowest to highest ranking.

Constable (In-Training): As a Constable-in-Training, you are restricted on what actions you can perform on your own. You will be under the supervision of a senior officer, and that officer will be your go-to person for questions and concerns while you are in the Police Academy. Trainees are given basic police tools, such as Handcuffs and a Taser, and can make vehicle impounds and murder arrests after certification from the mentor officer. Trainees are forbidden from making unfines greater than $250.

Constable: After you have been trained, passed the Police Academy, and passed the Police Test, you are promoted to the rank of Constable! Constables are given a Police Car, any remaining Police Tools, and can now arrest all criminals, create/remove wanted points, handle tickets (must be assigned it), and do most other basic police responsibilities.

Sergeant: As a Sergeant, you will be responsible for slightly more work. You are now able to handle tickets without being assigned one, you can request warrants, you will work with the Bureau of Criminal Justice and the Alexandrian Bureau of Investigation to solve complex crimes, and you will assist in the management of a squad.

Inspector: As an Inspector, you will now be responsible for leading the department. You will vote on NHPD applications, promotions, and terminations, along with discussing infractions, actioning higher-significance court orders, and conducting asset seizures to pay debts. As an Inspector, you will also mentor new officers and lead a squad of officers.

Superintendent: Superintendents are the NHPD’s senior leadership team. Collectively, Superintendents and Inspectors make up the leadership team, but Superintendent votes are senior to Inspector votes. Superintendents will lead a division within the department, vote on Inspector promotions and discipline, and have significant direction and power within the department.

Commander: The Commander, also the Deputy Minister of Justice, will run the day-to-day operations of the NHPD under the MoJ. The Commander usually has the final say in tickets, votes, applications, etc. but the Minister can override these decisions. When the Minister is absent, the Commander becomes Acting Minister for that time.

4 - Promotions
There are requirements to get promoted to each rank. They are as follows:

Constable (In-Training): Apply on the forums, get accepted, and agree to this Code of Conduct.

Constable: Complete the Police Academy, which consists of a training session, self-training activities, and leadership review. At the end of this, leadership will vote to give you the Police Test, which you must pass in order to be promoted.

Sergeant: After a minimum of two weeks as a Constable, you are eligible to be promoted to Sergeant. Leadership must vote to promote you, and, typically, promotions occur for the most active Constables who show exemplary interest and dedication to the NHPD.

Inspector: After a minimum of three weeks as a Sergeant, you are eligible to be promoted to Inspector. The Superintendent team will select the best of the squad assistants and vote on their promotion.

Superintendent: After a minimum of one month as an Inspector, you are eligible to be promoted to the highest rank of Superintendent. The Minister and Deputy Ministers will determine who is promoted to this rank. There will be no more than four (4) Superintendents at a time, unless otherwise decided by MoJ leadership.

Commander: The Minister will select a person to serve as their Deputy Minister for Policing, also called the Commander.

5 - Organization & Coordination
The Ministry of Justice does not only consist of the NHPD. It also runs the Office of Litigation, where Crown Counselors (sometimes called State Prosecutors when working on criminal cases) work to defend the legal interests of the Kingdom, and the Alexandrian Bureau of Investigation. The Commander and Superintendent team are the primary intraministerial liaison officers.

The NHPD will primarily work with other instruments of the Ministry in certain scenarios. When a Public Advocate (PA) is needed, a Crown Counsel will typically serve as one. When a Detective finds a clue to a case, they report it to the NHPD. The NHPD assists the ABI in conducting investigations and searches as well. The NHPD enforces punishments ordered by the courts, which are recommended by the OL.

The NHPD itself shall be organized with divisions of officers working to fulfill specific tasks. All officers are expected to assist whenever possible, regardless of if the issue relates to your division or squad’s duty.

A
Superintendent is in charge of a Division. There are two divisions in the NHPD:
  • 1st Police Division
  • 2nd Police Division

Divisions are administrative units where leadership can sort officers and create a sense of team and community within the department.

An
Inspector is in charge of a Squad. There are typically two squads per division.
  • Alpha Squad, 1st Police Division
  • Bravo Squad, 1st Police Division
  • Charlie Squad, 2nd Police Division
  • Delta Squad, 2nd Police Division

Squads are the effective field units of the NHPD. An Inspector will lead each squad, with a Sergeant assisting the Squad Commander.

A third division-level unit, known as the Special Operations Division (SOD), led by a Superintendent, also exists. This consists of the Buff Enforcement Team, Special Security Team, and K9 Team. Officers may opt-in to one of these teams, and are expected to be active participants.


Squads and Divisions are deactivated until further notice due to lack of employees.

6 - Confidentiality
Do not leak any Ministry of Justice information that is not already public or in public channels unless permitted to do so by the Minister of Justice, this includes all training guides, police guides, and MoJ chats.

The Minister of Justice holds the right to publicly speak on all matters which are not classified or have had their classified status lifted. Any information that is considered to be heavily classified needs clearance from the Minister of Justice in order to be shared. Any detective investigations done by the Ministry of Justice are considered to be heavily classified.

By agreeing to this Code of Conduct, you agree that you will not leak or reveal confidential information unless explicitly allowed by the Minister of Justice to share that information.


Anyone found to be sharing classified information with any members of the public will be immediately terminated from the Ministry of Justice.

7 - Employee Protections
Employees of the MoJ are guaranteed the following:
1. Employees may not be the subject of litigation when acting on behalf of the Ministry.
2. In the event of termination/punitive actions against an employee, the provided rationale may not be disclosed without the consent of said employee.
3. In teams where voting is required, no employee may receive punitive measures for the way they vote.

Employees are NOT guaranteed to be free from certain offences (e.g. police misconduct, obstruction of justice) when acting in official duties when acting maliciously.

The Ministry of Internal Affairs is in charge of overseeing the evaluation of departments and leadership. If an employee feels the Ministry of Justice Leadership have committed malpractice they are allowed to file a complaint with the Ministry of Internal Affairs.


8 - Disciplinary Action
In the event of mistakes, negligence, or violations of this Code of Conduct, disciplinary measures will be taken and recorded. All infractions are on a case-by-case basis, but the general guidelines are as follow:

Probation will result in a retake of the Police Academy (excluding the test) and a review of this Code of Conduct. For probation, a senior officer will be assigned to oversee the officer and help them to understand why they were wrong. During probation, an officer may not handle tickets, make unfines, or make arrests with a jail time of over 10 minutes. Probation must last at least one week but may not extend longer than one month. The officer must write an apology to whoever leadership determines was affected by their mistake (the apology may be written to leadership themselves).

All infractions, apart from termination, will be removed from record after a period of three months. Officers who are terminated may not re-apply until these three months are over, and the termination will be on their record.


9 - Employee Agreement
Upon being hired to the New Hamilton Police Department and the creation of this Code of Conduct, all employees must reply below with:

“I, <username>, have read, understand, and agree to the New Hamilton Police Department Code of Conduct in its entirety and recognize that violations will result in disciplinary action. I agree to the terms of the Non-Disclosure Agreement outlined in Section 6.”

Any employee who does not agree to the terms will not be welcome in the NHPD.
